Overview

Building Resilient Homes for a Safer Future

This component focuses on restoring and rebuilding homes in flood-affected areas of Balochistan through an area-based approach, prioritizing the most impacted districts in coordination with development partners. Given the region’s exposure to multiple hazards such as floods, droughts, and earthquakes, housing reconstruction will follow multi-hazard resilient designs. Homeowners will receive grants for either constructing new, disaster-resistant core housing units or strengthening damaged homes to meet resilience standards, incorporating features like rainwater harvesting and improved sanitation. Additionally, the initiative empowers communities by providing training in resilient construction techniques, ensuring long-term sustainability and preparedness against future climate risks.

Implementation Unit

Housing Reconstruction Unit (HRU)

The Housing Reconstruction Unit (HRU) leads the implementation of the Resilient Housing Reconstruction and Restoration component, ensuring the delivery of multi-hazard resilient housing solutions. It manages the disbursement of housing reconstruction grants, oversees compliance with resilience standards, and provides technical assistance to homeowners, ensuring that rebuilt homes offer safety, durability, and improved living conditions.

Sub-Components

1. Beneficiary-driven housing reconstruction grants

The program offers Housing Reconstruction Grants to rebuild destroyed homes with multi-hazard resilient core units and restore damaged houses to resilience standards. Restored homes will also include rainwater harvesting systems and twin-pit latrines for improved water, sanitation, and hygiene access.

2. Technical assistance and institutional strengthening

Provision of detailed damage assessment and eligibility verification surveys as well as technical assistance for the formulation of strategies for resilient reconstruction of building

Leasing of Office Premises for FPMU-IFRAP Sub-Office, Quetta (Balochistan)

1. Background and Objective

FPMU-IFRAP intends to establish a sub-office in Quetta, Balochistan to strengthen field coordination, monitoring, stakeholder engagement, and implementation support, consistent with the approved project arrangements and delegated powers. The premises will be used as a professional government project office.

2. Scope of Requirement

FPMU-IFRAP invites quotations from eligible property owners, authorized representatives/suppliers, and registered estate firms for providing office premises on lease in Quetta.

The selected premises will be leased initially for 3 years, extendable based on performance, need, and availability of funds, subject to applicable approvals.

3. Location Preference

Premises should be located in Chaman Housing, Quetta or adjacent suitable areas, with good road access, proximity to relevant government and provincial offices, a safe environment, reasonable commuting access for staff and visitors, and permission for office use.

4. Minimum Technical Requirements

A. Space and Layout

  • 4 to 6 rooms, including 1 conference/meeting room
  • Adequate washrooms for staff
  • Small pantry/kitchenette preferred
  • Adequate ventilation and natural light

B. Access, Parking and Security

  • Easy access for official visitors and staff
  • Parking for at least 2 to 3 cars preferred
  • Secure area with reasonable security environment
  • Boundary wall and controlled entry preferred where applicable

C. Utilities and Building Services

  • Functional electricity, water supply and sewerage
  • Provision for internet connectivity
  • Safe internal wiring and adequate electrical load capacity
  • Backup power is an advantage

D. Condition and Compliance

  • Ready and usable condition
  • Free from major structural defects and leakage
  • No ownership dispute or litigation affecting peaceful possession

5. Landlord / Provider Responsibilities

  • Provide premises in ready-to-occupy condition
  • Permit reasonable minor office arrangements
  • Support lease registration and stamp duty process under applicable law
  • Provide ownership/authorization and tax documentation as required

6. Key Commercial Terms to be Quoted

  • Monthly rent and annual rent total
  • Proposed payment schedule
  • Security deposit and refund terms
  • Stamp duty and registration estimate and cost responsibility
  • Property commission and cost responsibility
  • Utility inclusion/exclusion
  • Any proposed escalation clause
  • Confirmation of lease period and extension option

7. Inspection / Site Visit

FPMU-IFRAP may conduct a pre-award inspection of shortlisted premises. Only premises meeting mandatory requirements will be considered for financial evaluation.

8. Evaluation Method and Award

The contract will be awarded to the lowest evaluated, substantially responsive quotation among those meeting all mandatory technical requirements and providing complete documentation.

9. Eligibility and Required Documents

  • Proof of ownership or valid authorization from owner
  • CNIC of owner or authorized signatory
  • NTN/tax registration where applicable
  • Address, location pin/map and contact details
  • Latest utility bills
  • Declaration of no legal dispute affecting tenancy
  • Draft lease terms, if available, or acceptance of FPMU standard lease format

11. Right to Accept / Reject

FPMU-IFRAP reserves the right to accept or reject any or all quotations and to annul the process in accordance with applicable rules and project procedures.

12. Integrity, Conflict of Interest and Misrepresentation

Bidders must maintain high standards of integrity. Any misrepresentation regarding ownership, condition, costs, or conflict of interest may result in disqualification.
