Overview

Building Resilient Homes for a Safer Future

This component focuses on restoring and rebuilding homes in flood-affected areas of Balochistan through an area-based approach, prioritizing the most impacted districts in coordination with development partners. Given the region’s exposure to multiple hazards such as floods, droughts, and earthquakes, housing reconstruction will follow multi-hazard resilient designs. Homeowners will receive grants for either constructing new, disaster-resistant core housing units or strengthening damaged homes to meet resilience standards, incorporating features like rainwater harvesting and improved sanitation. Additionally, the initiative empowers communities by providing training in resilient construction techniques, ensuring long-term sustainability and preparedness against future climate risks.

Implementation Unit

Housing Reconstruction Unit (HRU)

The Housing Reconstruction Unit (HRU) leads the implementation of the Resilient Housing Reconstruction and Restoration component, ensuring the delivery of multi-hazard resilient housing solutions. It manages the disbursement of housing reconstruction grants, oversees compliance with resilience standards, and provides technical assistance to homeowners, ensuring that rebuilt homes offer safety, durability, and improved living conditions.

1. Beneficiary-driven housing reconstruction grants

The program offers Housing Reconstruction Grants to rebuild destroyed homes with multi-hazard resilient core units and restore damaged houses to resilience standards. Restored homes will also include rainwater harvesting systems and twin-pit latrines for improved water, sanitation, and hygiene access.

2. Technical assistance and institutional strengthening

Provision of detailed damage assessment and eligibility verification surveys as well as technical assistance for the formulation of strategies for resilient reconstruction of building
